RUBICS is a free open-source program for undertaking Monte Carlo Cost-Benefit Analysis, enabling economists to explore how uncertainty across multiple dimensions impacts their results and advice.

Uncertainty Everywhere All At Once
Apply uncertainty to multiple assumptions within your analysis, including discount rates, prices, and quantities. Uncertainty factors can even be correlated within groups for sophisticated modelling.
Develop Probabilistic Event Models
Trigger certain outcomes in your CBA only when specific events occur. Build complex models with event-outcome dependency chains. Don’t let high-cost low-probability events surprise you again.
Reproducible, Verifiable Assumptions
Settings can be exported in human/machine readable .json files, enabling easy QC and peer review of the actual CBA without divulging sensitive data or IP held in workbooks.
